Yes, Roman Abramovich is still the owner of the football club from West London. Roman will be continuing as the owner of the Chelsea Football club.
But, who is in charge now?
Though Roman still holds the ownership of the club he stepped away from all the leadership duties he held previously. Hence, he will not be involved in any kind of internal decision or operations within the club that he owns since 2003.
In that case, the trustees of Chelsea's charitable foundation now holds all the authority to manage all the operations and internal duties.

Who are the trustees of Chelsea's charitable foundation?
Bruce Buck, JOhn Devine, Emma Hayes, Piara Power, Paul Ramos and Sir Hugh Robertson are the trustees of Chelsea's charitable foundation. They will now resolve all the issues that they used to solve earlier in Roman's absence.
Although, they will not be running Chelsea's day-to-day operations. Club director Marina Granovskaia will continue to look after the football operations of the club. Since Roman bought the club back in 2003, Chelsea has found financial stability. Moreover, with the revenue, they generate through player transfer, matchday revenue, TV rights and merchandise sales, Roman does not have to pump any of his personal wealth into Chelsea.
Though he has already contributed 1.5 billion Euros to Chelsea from his personal wealth Chelsea should pay him back as a loan. However, as per reports by Goal, the Russian businessman "won't look to have those debts repaid in the near future."
Will this stop Roman from being sanctioned by the UK Goverment?
The UK Government might look to punish a group of wealthy Russian nationals to stop Putin from the invasion of Ukraine. In that case, Roman can be the target. Although, with that inline Roman is not looking to sell the club yet.

"The situation in general, for me and for my staff and for everybody here at Cobham, for the players, is horrible," Tuchel told reporters on Friday afternoon," Tuchel said in the press conference ahead of their clash against Liverpool.
