Luis Rubiales has refused to resign after kissing forward Hermoso on the lips following Spain's Women's World Cup final win over England in Sydney.
The Spanish government started legal proceedings seeking to suspend the 46-year-old, while Fifa has also launched disciplinary proceedings.
Luis Rubiales had been widely expected to resign at an extraordinary general assembly called by the Royal Spanish Football Federation (RFEF), but instead said "I don't deserve this manhunt".
He added: "It was a spontaneous kiss. Mutual, euphoric and consensual. That's the key. A consensual 'peck' is enough to get me out of here?"

"I want to clarify that, as seen in the images, at no time did I consent to the kiss he gave me and, of course, in no case did I try to lift the president. I do not tolerate my… pic.twitter.com/r9viza6GLs
But a statement released by players' union Futpro included quotes from Pachuca's Hermoso, which read: "I want to clarify, that at no time did I consent to the kiss. I don't tolerate that my word is questioned, much less that words are invented that I haven't said."
The statement was signed by a host of players, including all 23 members of the squad which just won the World Cup.
It read: "After everything that happened during the delivery of medals of the Women's World Cup, we want to state that all the players who sign this letter will not return to a call for the national team if the current leaders continue."
Spain's next game is against Sweden in the Nations League on 22 September.

Borja Iglesias, who plays for Real Betis, said earlier on Friday he would not play for the men's national team again while Rubiales is in charge.
The Spanish government will ask Luis Rubiales to explain himself to a Spanish court as soon as possible, secretary of sport Victor Francos said earlier on Friday.
If the administrative court deems he violated the professional sports code, he could then be suspended.
Meanwhile, Fifa will look at whether his actions constitute violations of Article 13 in its disciplinary code, concerning offensive behaviour and fair play.

Not many people saw this coming—hardly anyone pegged the Dutch to come out on top before the match kicked off. However, Koeman’s men came so close to earning every bit of a well-deserved victory.
They started off a little wobbly, sure, but soon found their rhythm, moving the ball with confidence. Gakpo and Frimpong were electric out wide, constantly throwing the Spanish defense off balance, while the backline held strong—almost to the very end—until Merino slipped one through.

Argentina and Paraguay qualified for the Paris Olympics 2024 after both teams topped the final stage of the 2024 CONMEBOL Pre-Olympic Tournament. Two groups of five teams each first played in a round-robin format to qualify for the final round. The two best teams from each group qualified for the final round (round-robin format) and eventually two best teams for the final round qualified for the Paris Olympics.
Argentina defeated Brazil by 1-0 to finish as the runner-up while Paraguay defeated hosts Venezuela by 2-0 in their final game to become the Winner of the 2024 CONMEBOL Pre-Olympic Tournament.
2024 AFC U-23 Asian Cup to decided three spots
The 2024 AFC U-23 Asian Cup will decide the three of the four teams for the Paris Olympics 2024. The tournament will start on 15 April 2024 in Qatar. The final will be played on 3 May 2024. Two finalists and the third-place winner will qualify for the Paris Olympics from this tournament.
AFCâCAF play-off will decide the final spot
AFCâCAF play-off will determine the final spot for the Men's Football competition in the Summer Olympics 2024. Since both AFC and CAF have 3.5 slots each, a knockout face-off between the fourth-placed team of the U-23 Africa Cup of Nations, which is Guinea and the fourth-placed team AFC U-23 Asian Cup, which is yet to be decided.
